Carolina(UNC) is the best.

I would tell you to start emailing coaches now. I got recruited to play my senior year which is rare. I was told that coaches really start looking for players in their junior year. There are also sites like NCSA which is something I used too. It's a great site though somewhat expensive. Good luck though!

Send her to a basketball camp in the summer. Best investment yhou will ever make, got me to college for free. Learned many skills when I was 14 at b camp
FInd out if there is an AAU basketball program in your area. High school coach should know.
